    First subtract 84 from 100 to get 16%, the percentage of other transportation.

    Then Convert 16% into fractions (hint: 16/100)

    Now just simplify the fraction.

    The amount of automobile transportation can be expressed as 84/100ths of all transportation.

    That means that all non-automobile transportation is 16/100ths.

    16/100 simplifies to 4/25, and that’s your answer.
